Urban Vision Enterprise People
Urban Vision Enterprise CIC has two company directors - Dave Chetwyn and Hannah Barter. Both are chartered town planners with qualifications and experience in other built environment disciplines including urban design, heritage conservation, urban regeneration, and community engagement. Support for projects and office management is provided by Caron Colbert.
Dave is Managing Director of Urban Vision Enterprises CIC, an Associate to the Consultation Institute, and a Design Council CABE Built Environment Expert. He acts as planning adviser to Locality and as a consultant specialist on Crossrail Thames Tunnels Section. He has also acted as a neighbourhood plan independent examiner. Other roles include Chair of the Historic Towns Forum and Vice Chair (Third Sector) of the National Planning Forum.
Former roles include Head of Planning Aid England, UK Chair of the Institute of Historic Building Conservation and a team leader in local Government.
Dave has advised various Government departments, groups, reviews and Parliamentary select committees on planning, regeneration, heritage, urban design, economic development, state aid and community empowerment. He was the author of the Locality Roadmap Guide to Neighbourhood Planning.
Dave is a chartered member of the Royal Town Planning Institute, a Fellow of the Institute of Leadership and Management and a full member of the Institute of Historic Building Conservation.
Hannah Barter is a chartered town planner and qualified urban designer with 12 years’ experience in the public, private and third sectors. Her experience and expertise includes planning, urban design, community engagement and environmental education. She previously worked in development control for Lichfield District Council and Rutland County Council prior to joining Urban Vision North Staffordshire as Project Development Coordinator. She was awarded the Chesterton Zoe Dawson Award in 2002-03 for her work on urban green spaces with Birmingham City Council.
Hannah has played an active role in the West Midlands, acting as vice-chair and chair of the RTPI West Midlands Urban Design Forum. At Urban Vision she became a CABE Spaceshaper facilitator and an accredited Building for Life Assessor.
Hannah was project manager for a £250,000 HLF funded education and audience participation project, celebrating the work of the architect, A.W.N Pugin. This project developed a new community volunteer network and provided appropriate training and skills development opportunities for participants.
Hannah is a chartered member of the Royal Town Planning Institute. She has a BA (Hons) and Post Graduate Diploma in town and country planning (Birmingham City University) and an MA in Urban Design (Birmingham City University).
Caron holds a BA (Open) Hons in History, Art History and German, and also held a volunteer position at Westwood College as parent governor. She formerly worked for the North Staffordshire Regeneration Zone and from 2007 for Urban Vision North Staffordshire as office manager. Her experience ranges from financial monitoring, reporting & claims for funders through to cash flow and budgeting at an individual project level including all invoicing and payments. Caron provides Urban Vision Enterprise with support on financial management, bid writing, project management and delivery.
